The Ellis Harbor is a unique neighborhood consisting of people who spend their summers living on the Cedar River, some for many generations. The Harbor is located near Ellis Park and is open to the public for fishing and bird watching. A public boat launch and public restrooms are available at the harbor.

Flood 2016 Temporary Power Structures
The Cedar Rapids Parks & Recreation and Building Services departments have determined to allow temporary power structures at Ellis Harbor for the purpose of providing electricity to the units. This must be done by a qualified electrical contractor and at your own cost. The City has determined that permits to do this work will be no-cost permits. Here are the steps to take:
1 – Contact a Master licensed electrical contractor to hire them for installing a temporary power field structure that conforms with the 2014 National Electrical Code adopted by the City. This Code defines how a temporary structure is to be built for the contractor to follow. If Harbor leaseholders want to jointly install temporary power, they should both work with the hired contractor for adequate-sized equipment to be installed.
2 – Contractor pulls a FLOOD PERMIT along with other standard required permits with the City to allow the installation, and contractor schedules an electrical inspection by the City once the structure is ready.
3 – City inspects the temporary field structure, and if it passes authorizes contractor to reach Alliant for connection.
4 – Alliant connects the unit to power service.
Temporary power is intended for less than 365 days (1 year) of service. The City continues to work on repairs of the permanent electrical facilities and look on redesign of the system with Alliant to avoid future flood damage.
